Fernando Buarque

Professor

PhD in Artificial Intelligence by the University of London (2002), Diploma of Imperial College London in Artificial Neural Networks (2002), Master’s Degree in Computer Science by the Federal University of Pernambuco (1998) and a degree in Computer Science from the Catholic University of Pernambuco (1990). He studied Philosophy of Science and Neurosciences at Imperial College London, and Administration at the Unversity School of Management in Pernambuco. He speaks fluent Portuguese, English and Spanish and understands French, German and Italian. Dr. Buarque has been a CNPQ Research Productivity Fellow since 2010, has more than 190 published scientific papers, has successfully conducted about 42 theses and dissertations, 38 graduate studies in Computer Engineering and 39 scientific initiations. Its three lines of research are (1) Computational Intelligence (Evolutionary, Social and Hybrid Metaheuristics), (2) Modeling / Simulation of Stochastic and Complex Problems, and (3) Intelligent Decision Support Systems (including Computational Semiotics). Prof. Buarque is a lecturer, full-time, with a full-time teaching at the Polytechnic School of Pernambuco-POLI, a centennial academic unit of the University of Pernambuco-UPE, where he acts as Associate Professor of Computer Engineering-EComp; (iv) Permanent member of the stricto sensu post-graduate course in Systems Engineering-PPG-ES and (v) a permanent member of the stricto sensu post-graduation in Computer Engineering-PPG-EC, Advisor of international relations of POLI. He was a member of the FACEPE Innovation Chamber, UPE Postgraduate Director, department head, master program coordinator, institutional evaluator and courses for INEP / MEC, BNI-ENADE contributor and community project evaluator (CORDIS / ERANet-LAC), NRF and HESA (South Africa), CNPq, CAPES and FACEPE. In 2011 he presented his thesis as a free lecturer at the UPE and was named Visiting Professor at the University of Johannesburg. In 2012 he was ‘Professeur Invité’ at INRIA Paris-Rocquencourt and was named Graduate Faculty of the Florida Institute of Technology-FIT; and in 2013 he was one of the Brazilian delegates to the ‘Going Global’ 2013-Dubai promoted by the British Council, organized and chaired the: 11th Brazilian Congress of Computational Intelligence-CBIC & 1st ‘BRICS Congress on Computational Intelligence’. In 2014-2015, he was the President of the Brazilian Society of Computational Intelligence (SBIC), Member of the Advisory Committee of the Computer Engineering Department-ENADE (2014-16) of INEP / MEC, Brazil Focal Point (Symposium Co-Chair) Brazil-Germany in Frontiers of Science and Technology BRAGFOST, and received his ‘Alexander Humboldt Fellowship’ / ‘Sabbatical’ at the European Center for Information Systems-ERCIS, WWU-Münster. In 2016 he was appointed Adjunct Professor at Texas A & M University, USA, and in 2017 he was appointed ‘Gastprofessor’ (International Visiting Professor) at the School of Economics and Business Administration – University of Münster, Germany. It regularly receives foreign visitors in its laboratory from its extensive collaboration network (12 universities, 9 of them abroad). Frequent international speaker (2009-10: USA: Germany / China; 2012: France / South Africa; 2013: BR; 2014: Macedonia / Germany / BR; 2015: Germany / Italy 2016: Colombia / Bolivia / Germany / USA; 2017: Haiti / Germany / Peru / Ecuador / Honduras / BR; 2018: South Africa). He was recently appointed to the FACEPE Board of Governors and Research Ambassador of the University of Münster. It leads academic actions in BRICS and Latin American countries to consolidate research network, PG, and congresses (eg in Computational Intelligence, 2nd BRIC-CCI2015-Beijing and IEEE LA-CCI2014-Argentina, 2015-Brazil, 2016-Colombia, 2017-Peru, 2018-Mexico and 2019-Ecuador).

Álvaro Pinheiro

PhD Student

Master in Software Engineering from CESAR with the dissertation Use of the Balanced Scorecard in the Evaluation of Software Factories Used as an Information Technology Teaching Instrument Based on Real Problems, Specialist in Public Management by UPE, Lato Sensu in Developmental Methodologies by UNIBRATEC, Bachelor of Information Systems from FIR and Bachelor of Science in Computer Science from UNICAP. He began his professional activities in 1986 as Programmer in ELÓGICA developing for low and high platforms, with System Analyst passing through the institutions CETEPE, FISEPE, ITECI, APPLY and being today in the State Agency of Information Technology (ATI) by public tender, working as Application Analyst, working in the Attorney General’s Office of the State of Pernambuco (PGE), acting as Coordinator of the Systems area. Since 1992 he has also taught classes in technical courses at companies such as ITECI and IBRATEC. Since 2006 he has been a professor of undergraduate and post-graduate courses in Computing at UNIBRATEC, FAREC, JOAQUIM NABUCO, FIR / ESTÁCIO, IFPE and UFRPE. During these years he has held several extension courses such as Function Point Analysis, Network Administration, ASP. NET, CSharp, Oracle, Object-Oriented Analysis, Structured Analysis, Delphi, SQLWindows, Adabas, Natural and many others. Possessing experience in the area of ​​Software Engineering in the disciplines of Computer Theory, Collaborative Systems, Object Orientation and Structural Development for Web and Desktop applications, Development Methodologies such as RUP and Scrum, and Project Management with PMBOK and SWEBOK. Currently works in the coordination of projects and with face-to-face and distance education, teaching classes and conducting research in virtual teaching and learning environments and programming languages.

Renato Cirne

Master’s Degree Student

Graduated in Physics Bachelor’s degree from the Federal University of Pernambuco (UFPE) and Business Administration from the University of Pernambuco (UPE). Currently, he is a government manager specializing in internal control – Secretary of the General Controller’s Office of the State of Pernambuco (SCGE-PE). Has experience in Physics, with emphasis in Statistical Physics and Thermodynamics, Audit, Internal Control and Public Management. Since 2010, it has been active in SCGE. Has experience in the development of projects to rationalize spending in the sectoral areas of government. He has experience in audits with a focus on combating corruption and evaluating public governance. At the end of 2012, participated in the state intervention team in the municipality of Araripina, requested by the Court of Accounts of the State of Pernambuco? TCE-PE. In April 2013, he took over the SCGE Audit Actions Coordination. Between 2015 and 2016, he served as Director of Special Studies and Strategic Projects and Director of Quality Control of Expenses at SCGE, with the mission of developing and executing the Contingency Plan for Expenses (PCG). As of September 2016, he is responsible for the Directorate of Guidance to Manager and Strategic Information of SCGE.

João Amaral

He started his professional activities in 2003 as a programmer at UNISYS ELETRÔNICA LTDA in the project Development of the e-Fisco system for the Finance Department of Pernambuco using the J2EE Java platform. He worked as Systems Analyst in the following institutions: Development Support Foundation of the Federal University of Pernambuco, FADE / UFPE (Samsung project, 2005-2009), Information Technology and Social Security Company (DATAPREV, 2009). HE holds a degree in Computer Science, from the Federal University of Pernambuco (2004). In 2014 he study for an MBA in Information Technology Management at the Anhanguera University. In 2018 he finished another specialization, this time in Data Science and Analytics at the University of Pernambuco (2018). Since August of 2018 he is enrolled in a master’s degree with the Post-Graduation Program in Computer Engineering (PPGEC) offered by the University of Pernambuco (UPE). The current research line is Computational intelligence. Prioritising the MSc program, at the moment he has reduced by half his workload as governmental manager specialized in internal control at the General Comptroller’s Office of the State of Pernambuco (SCGE-PE). There he has been working in the areas of Auditing, Internal Control and Public Management. Some tasks were ofCoordinator of the Transparency Program, Director of Special Studies and Strategic Projects, and Director of Information Technology of Internal Control.

Caio Melquiades

Bachelor of Information Systems from Faculdade Integrada do Recife (2010), specialization in Technology, Information and Intelligence at C.E.S.A.R. (2019). He started his career in the public service in 2010 working with IT related activities. Since 2015, he works as Internal Control Analyst of the Municipality of Recife, where he has performed several IT activities applied to Internal Control areas, namely, many web systems, databases and data mining tasks, using Java, PHP, Python and Linux Shell Script programming languages, SQL / PostgreSQL DBMS, and ETL/BI tools like Pentaho and Qlikview. The above technologies were used to developed seminal Internal Control automatization solutions. Currently he is working as head of the IT division of the Comptroller General of Recife.

Working since 2006 in Pernambuco State Agency of Information Technology (ATI-PE) as IT government manage and currently, as Research and Technology Development Coordinator at the General Comptroller’s Office of Pernambuco – SCGE. Other technical trainings are NoSQL databases, RESTful APIs, Security Officer, Zabbix, Linux Server Administration and Hardening, Project Manager with PMBOK, and COBIT. He can computer program in the following languages: Python, Java, PHP, Delphi, and PL/SQL.
